Director Revenue Cycle

Essential Duties and Responsibilities: 

Director, Revenue Cycle is a key leader within the organization providing centralized management for all revenue cycle functions within the Health System.  This position directs, manages and implements programs to ensure efficient operations of the Health System’s revenue cycle program in order to generate sufficient cash flow to support our operations and strategic initiatives.  In the position of Director, Revenue Cycle, responsibilities include identifying, analyzing, reducing and resolving all revenue cycle issues associated with: hospital and professional billing and insurance collections, A/R resolution, guarantor collections, patient access/scheduling, charge description master, charge capture, revenue enhancement, cash applications, pricing transparency, patient accounting financial reporting, revenue cycle audits, training and development, upfront (POS) collections, reimbursement &amp; managed care contracting, patient service center, clinical documentation improvement, and medical records (including coding). This position is responsible for ensuring that annual cash collection targets are achieved.

The Director will be responsible for the overall outcomes of the Revenue Cycle and include service level agreements (SLAs) and Key Performance Indicators (KPI) which may involve patient satisfaction, staff satisfaction, standardized processes, days revenue outstanding, and other revenue and expense targets. The Director will be responsible for developing and maintaining effective relationships with administrative and physician leadership across the multiple sites. In addition, the Director will also promote working relationships with key external organizations; this would include other providers, payers, government entities and applicable professional associations.
Education and/or Work Experience Requirements: 

The ideal candidate will bring considerable experience leading a wide breadth of revenue cycle functions in an integrated health system. Cerner EHR, rural health clinic and outsourced business office experience is helpful, as is experience in integrating group practice and facility side revenue cycle operations. Candidates should possess 10+ years’ experience of progressively responsible management level experience in revenue cycle in a comparable institution, and have the interpersonal, communication and strategic skills to work collaboratively with peers, patients, providers, and staff.

The Chief Financial Officer (CFO) provides leadership and direction for the Authority’s Administrators, Departmental Leaders, Executive Team and the Board in regard to all financial related matters and for the overall fiscal responsibility of the Authority’s healthcare operations, which include D.W. McMillan Memorial Hospital, Atmore Community Hospital, Atmore Homecare, D.W. McMillan Home Health, D.W. McMillan EMS, and D.W. McMillan Home Medical Equipment, and business units underneath hospitals including clinics. The CFO reports to the Chief Executive Officer of the Escambia County Health Care Authority.

The CFO provides leadership and consultation in all functional areas of Accounting and Finance of the Authority and its business lines, including but not limited to general accounting, patient business services, third party reimbursements, financial and statistical reporting.

Provides financial and revenue cycle leadership in the management of Cerner Community Works at both Authority Hospitals.

Provides formal or informal direction in data processing, distributed systems, materials management and medical records function.

Trains subordinates on the above areas and monitors performance to ensure fiscal responsibilities are fulfilled.

Assists the CEO and Administrators in the development of long- and short-range strategic and operational plans that may include service demand analyses, resources availability analysis and cost benefit analysis of proposed capital projects.

Develops long and short range operational and capital budgets, which is supported by the hospital and business units’ long and short ranges plans and objectives.

Prepares cash flow analysis and budget variance analysis, and leads the development of departmental and business unit level annual budgets.


Monitors, interprets and analyzes hospital and business unit financial performance, identifies and reports on trends, business opportunities and makes recommendation for action plans.

Directs the preparation of internal financial reports, coordinates annual financial audits, cost reports and assures the timely and accurate preparation of financial reports that reflect the financial position of the hospital and other business units.

Assumes a lead role in the analyzing of and exploring means of reducing hospital operating costs, improving revenue trends, increasing cash collection results, improving other operating efficiencies, as well as advancing internal financial reporting functions and efficiencies.

Responsible for the direction and submission on a timely basis of all financial data and associated reports required by governmental and other regulating agencies, including payroll, public disclosure reports and cost reports.

Experience with USDA, bank financing or bond financing preferred.

Qualifications:

Education: Bachelor of Science Degree in Accounting or
Finance; Masters Degree preferred.

Essential Duties and Responsibilities:

	Promulgates and enforces all rules and regulations for the proper conduct of the Hospital and its purposes made by and under the authority of the Board of Trustees.  Formulates, establishes and enforces such additional procedures, rules and regulations as may be necessary to provide for the proper admission, care, safety and discharge of patients. 

	Works in a proactive and forward-looking manner with the System level Executive Team (the “Executive Team”) that is responsible for all healthcare operations of the Authority.  Assists with the transition of certain functions to these new System level positions and takes a leadership role in the overall transition of the System under its Strategic Plan.

	Proactively, and in a positive manner, leads the Hospital team members through a current transition period of organizational change and development of a replacement hospital. 

PRIMARY TASKS, DUTIES AND RESPONSIBILITIES: 
In the execution of all of his / her duties, the Administrator shall work in conjunction with the Executive Team that oversees the Authority’s health care operations, which include Atmore Community Hospital.
Board Relations and Development: 
	Work closely with the Executive Team, and as applicable the Board of Trustees to enhance the System’s effectiveness in meeting the needs of the Hospital.
	Recommend policy positions concerning legislation, government and other matters of public policy.

Quality of Health Services: 
Working under the guidance of, and in coordination with, the System level Compliance / Quality executive:
	Through coordination with the Board of Trustees, the Medical Staff and patient care staff, monitor the adequacy of the Hospital’s medical activities, and the policies needed to assure the delivery of quality healthcare services. 
	Create an operating environment which facilitates the effective practice of medicine by the physician members of the Medical Staff. 
	Consult with leaders of the Medical Staff concerning patient care needs and allocation of resources to effectively meet those needs. 
	Represent the Board of Trustees before the Medical Staff of the Hospital. 
	Coordinate the recruitment and retention of members of the Medical Staff. 

Allocation of Resources: 
	Promote delivery of healthcare services in a cost-effective manner consistent with maintaining an acceptable level of quality. 
	Assure the sound fiscal operations of the Hospital including the presentation of a comprehensive annual operating budget and implementing and monitoring of that budget following Board approval. 
	Present to the System CFO a capital equipment budget and implement that budget following Board approval. 
	Plan the use and maintenance of physical resources of the Hospital. 
	In coordination with the System level Compliance / Quality executive, ensure the Hospital deploys an appropriate risk management program.

Education and/or Work Experience Requirements:

Role will also require independent and proactive thinking leading a wide breadth of financial operation functions in an integrated health system. Cerner EHR, Microsoft Business Central and hospital accounting experience is preferred.
 Candidates should possess 4+ years’ experience of progressively responsible financial and healthcare experience in financial operation in a comparable institution. A bachelor’s degree finance, accounting or equivalent degree is required, and a master’s degree is preferred.

Knowledge/Education:  Graduate from an accredited therapy program.
Well-developed interpersonal skills.
Well-developed communications skills, both oral and written.
Working knowledge of policies and regulations governing healthcare institutions.
Considerable knowledge of management principles
Proven leadership skills	

Preferred:  MS degree from an accredited therapy or business program

Therapy Registration Clerk/Therapy Assistant
Full-time position - Monday thru Friday

Communicates with customers and/or health care professionals to schedule and gather personal, demographic, financial, insurance information required to complete registration for therapy services and for certification, verification, and billing/claim submission.  
Provides clinical support with routine therapy-related activities to facilitate optimum patient care and efficient department operations.  Ensures that the clinic remains clean and orderly.
Provides optimum support for patients&apos; treatment programs by assisting with routine treatment procedures.
Ensures adequate inventory and contributes to efficient departmental operations by maintaining equipment and supplies.
Serves patient needs by transporting and providing general assistance in the use of rehabilitative devices.  Must have excellent customer service skills.  Must work well as a team.

Requirements:
High School Diploma or equivalent.
Registration experience recommended but not required. 
Medical Terminology recommended but not required.
